Gilbert Building Property Tax Appeal/
Digital access to public property tax records

Jack Hoeschler represented John Mannillo in a property tax appeal for 413 Wacouta Street, the Gilbert Building, in about 2003. In the process, Hoeschler and Mannillo were initially unable to access comparable tax records that were legally accessible to the public. The Appeal was ultimately settled.

In 2005, Hoeschler and Mannillo then cooperatively worked with Stephen Baker, Ramsey County Assessor, to develop a digital data base of all Downtown Saint Paul in graphic format for commercial properties that could be compared using a variety of data points.
